Adopt a resolution, with exhibits, adopting the Conflict of Interest Code for the City of
Redwood City and repealing Resolution No. 15365; and
2. Adopt a resolution, with exhibits, adopting a Conflict of Interest Code for the
Successor Agency to the Redwood City Redevelopment Agency and repealing
Successor Agency Resolution No. 14-02; and
3. Adopt a resolution, with exhibits, updating the Conflict of Interest Code for the
Successor Agency Oversight Board and repealing Oversight Board Resolution No.
15366
BACKGROUND
California law requires designated public officials to disclose their economic interests to
the public. Public officials designated by statute who disclose economic interests
include City Council Members, Planning Commissioners, City Managers, City Attorneys
and City Treasurers, these are special 87200 filers. These officials are sometimes
referred to as "code filers." The purpose of the disclosure requirement is to alert both
public officials and the public to any personal economic interests that may be affected
during the public official's performance of duties. The disclosure occurs through the
filing of the "Form 700" - Statement of Economic Interests upon taking office, on an
annual basis, and upon leaving office.
The City of Redwood City has in the past adopted and updated Conflict of Interest
Codes for the Municipal Corporation of Redwood City, its Successor Agency and the
Oversight Board is also being submitted but no changes are being proposed. This
update could be handled by either the Oversight Board or the City Council. Following
past practice, the update to the Oversight Board's Conflict of Interest Code is also being
submitted to the City Council for action.
On May 27, 2016 the City Council, via the City Clerk's Office, received the 2016 Local
Agency Biennial Notice. City Manager Stevenson Diaz, as the City's Chief Executive
Officer, was asked to sign such document and confirm that updates were going to be
needed.
