Hold a Public Hearing on a new Water Shortage Contingency Plan and Water <br /> Conservation Program <br /> 2. Waive First Reading and Introduce an Ordinance Rescinding Ordinance No. 2062 <br /> Regarding Voluntary Water Conservation Program, Enacting Regulations Prohibiting <br /> Certain Uses of Water, Establishing Penalties for Violation Thereof, and Providing for <br /> Implementation of Water Conservation Landscape and Irrigation Guidelines. Confirm <br /> determination that the Project is exempt from CEQA <br /> 3. Adopt, by Resolution, a Water Shortage Contingency Plan and Water Conservation <br /> Program for Water Conservation and Water Shortage Emergencies <br /> BACKGROUND <br /> In the early 1990's the State of California experienced a prolonged drought which <br /> required emergency action to conserve potable water. As a result of this drought, on <br /> August 2, 1993, the City Council of the City of Redwood City enacted Ordinance No. <br /> 2062 establishing voluntary water conservation measures, prohibitions against water <br /> waste and specific uses of water, as well as establishing administrative charges and <br /> penalties for violations. Following the adoption of this ordinance, the State has suffered <br /> additional droughts which have varied in severity. <br /> The California Water Code requires urban water suppliers to create a Water Shortage <br /> Contingency Plan (WSCP) which serves as a framework of to mitigate future water <br /> shortages. The Water Code further requires the WSCP to be adopted by the governing <br /> board or council through a resolution or ordinance. <br /> ANALYSIS <br /> Following the adoption of Ordinance No. 2062 governing water shortages, water <br /> conservation, and water use prohibitions, there have been a number of changes in <br />
