6.1.B. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 17, 2016 <br /> SUBJECT <br /> Amendment to Agreement with MAXIMUS Consulting Services, Inc. for Financial <br /> Consulting Services. <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute Amendment No. 6 to an <br /> agreement with MAXIMUS Consulting Services, Inc. for Financial Consulting Services, <br /> extending the term of the existing agreement to June 30, 2017 and increasing the <br /> amount by $9,650, resulting in a total agreement cost of $65,650 <br /> BACKGROUND <br /> In February 2011 , the City entered into a professional services agreement with <br /> MAXIMUS Consulting Services, Inc. to provide expertise in recovering costs on behalf <br /> of the City for programs mandated by the State of California. Over the last five years, <br /> the City has administratively amended the MAXIMUS agreement annually. Due to the <br /> number of contract amendments, the collective amount of the contract and amendments <br /> will exceed the City Manager's authority of $60,000 to administratively amend the <br /> agreement. The Consultant has submitted a proposed Amendment No. 6 to the City and <br /> has affirmed its willingness and ability to perform such work. <br /> ANALYSIS <br /> MAXIMUS provides technical expertise related to best practices for recovery of state <br /> mandates related to public safety, human resources, public works, and finance, and <br /> also provides knowledge regarding the best approach for identifying costs for eligible <br /> claims. The recommended amendment will extend the existing agreement with <br /> MAXIMUS Consulting Services, Inc. for one more fiscal year at cost of $9,650. With the <br /> assistance of MAXIMUS, the City has recovered $1 .2 million over the past five years. <br /> The agreement was also updated to reflect current City standards for professional <br /> services with respect to insurance, termination, and subcontracting. The City also <br /> renegotiated a more favorable limitation of liability provision. Staff will conduct a <br /> Request for Proposal process to select a consultant to perform this work for Fiscal Year <br /> 2017-18. <br />
