Citywide Transportation Plan: Scope of Work 8.B. - Page 16 <br /> October 2016 <br /> Page 11 of 21 <br /> surveys (to identify traffic cutting through residential neighborhoods) using a big data vendor such <br /> as StreetLight. <br /> Deliverables:Draft and Final Existing Transportation Conditions Report <br /> TASK D: PERFORMANCE MONITORING <br /> Transportation systems have traditionally been evaluated in terms of mobility for cars, not <br /> necessarily people. The Citywide Transportation Plan provides the opportunity to break from the <br /> status quo not only because it advances performance for transit riders, bicyclists, and pedestrians, <br /> but also because it seeks to evaluate these modes on their own merits, rather than simply citing <br /> non-driving modes as a means of reducing traffic congestion for cars. At the same time, <br /> automobiles cannot be ignored.In keeping with the intent of the Citywide Transportation Plan,the <br /> document's evaluation metrics must also embody a truly multimodal approach. <br /> Task D.1: Performance Measurement Criteria <br /> We will work with the City to develop a set of performance measurement criteria that may be <br /> considered for evaluating the performance of the overall transportation system performance as well <br /> as individual projects and programs.Criteria will consider those developed for the City's Downtown <br /> Transit Center and Broadway Streetcar study but will be expanded to include a more citywide <br /> perspective. At a minimum, criteria will include measures of vehicular mobility, such as vehicle <br /> miles travelled (VMT) and key corridor travel times, as well as measures of access and safety for <br /> other travel modes. <br /> As part of this task, additional performance measurement criteria will be developed to include the <br /> following: <br /> • Transit Reliability: Different metrics can be extracted based on direction of travel, user- <br /> defined segment of route, and time of day. Fehr& Peers' Reliability+ tool enables users to <br /> look at travel time variability (i.e. the coefficient of variation of travel time) and speed by <br /> segment on transit routes in the City to pinpoint the specific locations of a route where <br /> reliability issues occur. This approach enables allows the City to target areas of a route for <br /> improvement based on the biggest impact on service reliability and travel time.The output <br /> from our tool can be visualized in a variety of ways in order to enable agencies to effectively <br /> communicate detailed information to decision-makers and the public. We will apply <br /> Reliability+ to the main transit corridors in Redwood City, which include Woodside, <br /> Middlefield, and El Camino Real. <br />
