6.1.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 17, 2016 <br /> SUBJECT <br /> Agreement for Electrical Maintenance Services for 2016-17 with Cal-West Lighting and <br /> Signal Maintenance, Inc. of San Jose, California <br /> RECOMMENDATION <br /> 1.) Approve by Motion a one year term of Agreement for electrical maintenance <br /> services with Cal-West Lighting and Signal Maintenance Inc. of San Jose, California, in <br /> an amount up to $330,000 and authorize the City Manager to increase the contract <br /> amount, if necessary, up to 10% of the amount awarded <br /> 2.) Authorize the City Manager to renew the Agreement for up to four consecutive terms <br /> after the first term in an amount not to exceed 5% above the previous contract amount <br /> BACKGROUND <br /> The City requires the services of an electrical maintenance contractor to perform <br /> maintenance and repair of City-owned and operated assets, including street lights, <br /> traffic signals, lighted crosswalks, and other associated infrastructure. The contractor <br /> also provides locating and marking services for underground electrical utilities and <br /> emergency response to traffic signal and street light knockdowns. On July 29, 2016 the <br /> City issued a Request for Proposals for Electrical Maintenance services for 2016-17. <br /> Proposals were received from Cal-West Lighting and Signal Maintenance, Siemens and <br /> St. Francis Electric. <br /> ANALYSIS <br /> The proposals were distributed to a review committee of City staff and the proposal from <br /> Cal West Lighting and Signal Maintenance was selected to be recommended for this <br /> contract. Their overall price was the lowest of the three and they have sufficient <br /> resources to respond the City's needs. They are the current vendor and as such, they <br /> have personal knowledge and experience with the above ground and below ground <br /> assets comprising the City's traffic signals and other electrical infrastructure. <br />
