hereby established , and shall become effective upon the effective date of Ordinance NoJ entitled " Ordinance Transferring and Conferring Control and Jurisdiction Over a Portion of Lands Within Port Area of the City of Redwood City (Municipal Marina) , " introduced on November 21 , 1977 , by the Council of the City of Redwood City : ( a ) The lands described in said ordinance shall continue to be used as a small craft harbor facility for recreational and related commercial purposes ; provided , that nothing herein contained shall preclude the further improvement and development of said lands for such purposes . (b ) The control and jurisdiction conferred upon the Board of Port Commissioners pursuant to the aforementioned ordinance shall be exclusive in accordance with the Charter of the City of Redwood City , and shall include , but shall not necessarily be limited to : ( i ) All administrative responsibilities , including provision for the security and patrol of said lands and waterways ; ( ii ) The establishment of policies , consistent with paragraph 1 (a ) , above , for the use of all lands within said area , and the administration of all leases , permits , and/or other agreements imple- mentive of such policies ; and ( iii ) Operation , maintenance , repair , construction , and provision for all facilities and improvements within said lands . ( c ) In the event that any services , supplies , or improvements are furnished or provided by the City of Redwood City , under the jurisdiction of the Council of Redwood City , to or for the benefit of said lands , provision shall be made , except as may otherwise be provided , for the payment thereof by the Port of Redwood City at the fair value thereof . (d ) The City of Redwood City , under the jurisdiction of the Council of Redwood City , shall , as soon as practicable , pay and completely discharge the remaining loan balance , together with interest , penalties , and/or fees , if any , payable to the State of California under that certain agreement dated January 22 , 1960 , and those certain amendments to said agreement dated May 23 , 1966 , and November 27 , 1967 , with the State of California (acting by and through the Division of Small Craft Harbors , Department of Natural Resources ; Division of Small Craft Harbors , Department of Parks and Recreation ; and Department of Harbors and Water Craft , respectively ) .
