8.3.B. - Page 4 <br /> The uniform allowance for Public Safety employees will be increased from $700 to $740 <br /> annually, commensurate with increases in uniform allowances for subordinate groups, <br /> to adjust for increased costs over time. <br /> Other recommended changes for the Executive Management Summary of Benefits <br /> include legal and policy updates, and clarification of existing terms where necessary. <br /> For clarification purposes, references to non-executive confidential classifications will be <br /> removed from the Executive Management Summary of benefits, and a separate <br /> resolution for confidential employees will be submitted for Council approval at a later <br /> date. <br /> ALTERNATIVES <br /> • Direct staff to continue negotiations with the Police Supervisors Association under <br /> different parameters. <br /> • Direct staff to propose alternative compensation and benefit adjustments for <br /> Executive Management positions. <br /> FISCAL IMPACT <br /> The proposed changes for the PSA MOU and the Executive Salary Plan and Summary <br /> of Benefits are within the parameters established by the City Council. For PSA, the <br /> recommended changes represent an estimated financial impact of $11,500 above <br /> current year operating budget, and $35,800 above current projected costs for Fiscal <br /> Year 2017-2018. <br /> For Executive Management, the reduction in scheduled pension contributions and <br /> increases to salary ranges due to compaction represent an additional potential cost of <br /> $28,300 over the current operating budget, however, the actual increase will be less as <br /> the adjustments are made to the salary ranges only and individual salary increases are <br /> determined by the City Manager based on performance. <br /> ENVIRONMENTAL REVIEW <br /> This activity is not a project under CEQA as defined in CEQA Guidelines, section <br /> 15378, because it has no potential for resulting in either a direct or foreseeable physical <br /> change in the environment. <br /> LEAH LOCKHART <br /> HUMAN RESOURCES MANAGER <br />
