However, the <br /> Committee would like to stress the importance of the need for Council or the <br /> Planning/Housing Division to promote the awareness and education of the myriad <br /> incentive options that Redwood City offers to developers that provide or may be <br /> thinking of providing affordable housing development. <br /> Senior and Special Needs Housing: The HHCC recommends that practices be put in <br /> place to make it easy to navigate and locate senior and special needs housing. <br /> Accessible Housing. The HHCC recommends the following related to accessible <br /> housing: <br /> • Develop a way to make it easy to locate accessible units. <br /> • Use Housing Impact Fees or Inclusionary Zoning In Lieu fees to complete <br /> accessibility modifications to make units accessible. <br /> Affordable Housing / Housing Impact Fees: The HHCC is recommending the Council <br /> adopt a specific strategy to spend the affordable housing impact fees once received. <br /> Next Steps <br /> No legal review or detailed staff review for administrative feasibility has been conducted for <br /> these recommendations. Based on the Council and HHCC discussion, staff and the City <br /> Attorney's Office will move forward with legal review and feasibility analysis in order to return <br /> with a series of actions for Council adoption. <br /> ALTERNATIVES <br /> The Council and HHCC may wish to go into greater detail on the housing polices above, <br /> and/or recommend alternative housing policies. <br /> FISCAL IMPACT <br /> All of the policies above will take a significant amount of time to develop, and some <br /> would have an ongoing staff implementation cost for which funding has not been <br /> identified. Financial impacts can be better assessed once specific policies have been <br /> developed further. <br /> ENVIRONMENTAL REVIEW <br /> Council and HHCC discussion of the housing policies above does not qualify as a <br /> project under the California Environmental Quality Act. <br /> Page 15 <br />
