8.1.A. - Page 2 suspension of construction for the Bair Island Storm Drain Pump Station on October 1st 2015. At their December 10, 2015 meeting, the SVCW Commission declared an "Emergency Condition" after SVCW staff detected leaks on their sewer pipe near the SVCW- operated Maple Street Sanitary Sewer Pump Station. SVCW's emergency condition meant that SVCW's original sewer force main near the Bair Island Storm Drain Pump Station would need to be operational and the City would need to temporarily suspend the construction of BISDPS again. In August 2016, the sanitary sewer force main that was near the BISDPS project site was fully decommissioned by SVCW and the BISDPS construction was able to resume. ANALYSIS During the suspension of the BISDPS project, the main supplier for the specialized equipment and material needed for the pump station was not able to come to an agreement with the general contractor, Sanco Pipeline Inc. As a result, the previous set of materials and equipment submitted and reviewed by the City and Carollo were no longer valid. New submittal packages were provided by the general contractor that included pump station components such as the pumps, sensors, generators, and motor controls. This unexpected change of supplies resulted in additional time and cost by the design engineer, Carollo, to review all the new material and equipment submittals and make recommendations of acceptability. Additional review and recommendations may still be needed from the consultant, including to evaluate the manufacturers' manuals for the operations and maintenance of the various equipment that will be installed for the pump station. Furthermore, services may be needed by the City after construction is complete, such as special investigation and technical consulting to assess and provide recommendations to address issues that may arise after the pump station is accepted and operated by the City. The proposed amendment expands the original scope of services to include additional engineering support services by Carollo during construction, as well as after construction. The consultant's charges will be based on Carollo's hourly rate schedule. Staff believes the additional scope of work represents a sound level of effort and is essential to delivering a complete Council-approved capital improvement program. ALTERNATIVES Council may choose not to approve the proposed amendment to the agreement with Carollo Engineers, Inc. and direct staff to find alternate means of completing the work, or modify the scope of work for the amended professional services agreement. FISCAL IMPACT Funds for this project were appropriated under Traffic Mitigation Fees Fund— Blomquist Avenue Extension Project, which has an available balance of $878,231.69, as of August 31, 2016.
