9.A. - Page 1
REPORT
To the Honorable Mayor and City Council
From the City Manager
October 24, 2016
SUBJECT
Public Hearing to Review and Receive Comments on Redwood City Water Utility
Section Public Health Goal Report
RECOMMENDATION
Hold a Public Hearing; Receive and acknowledge comments from the public on the
Report and refer any comments to the Public Works Services Department for response
and further consideration as appropriate
BACKGROUND
The City of Redwood City is required by the California Health and Safety Code to
prepare a brief report regarding the public water system when it detects one or more
contaminants in drinking water exceeding the applicable public health goal (PHG). A
PHG is a non-enforceable goal established by the California Environmental Protection
Agency's Office of Environmental Health Hazard Assessment (OEHHA), and is not to
be confused with a Maximum Contaminant Level or an Action Level. An Maximum
Contaminant Level is the enforceable level of a contaminant that is allowed in drinking
water as established by the United States Environmental Protection Agency (EPA) and
the California State Water Resources Control Board Division of Drinking Water (DDW).
An Action Level is the enforceable level for lead or copper that is allowed in drinking
water as established by the EPA and DDW.
The California Health and Safety Code specifies that every three years, public water
systems serving more than 10,000 service connections shall prepare a brief report to
inform the public of any contaminant exceeding the applicable PHG. The Public Works
Services Department prepared and submitted the Report to the California Department
of Public Health in June 2016 (see Attachment 1) and posted it on line at:
http://www.redwoodcity.org/waterquality.
Drinking water constituents that have a California primary drinking water standard and
for which a PHG has been set are to be addressed in the Report. Appendix B of the
Report contains the regulated constituents (lead and hexavalent chromium) for which
the PHG was exceeded. The City is not required to take any action to address
