9.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 24, 2016 <br /> SUBJECT <br /> Public Hearing to Review and Receive Comments on Redwood City Water Utility <br /> Section Public Health Goal Report <br /> RECOMMENDATION <br /> Hold a Public Hearing; Receive and acknowledge comments from the public on the <br /> Report and refer any comments to the Public Works Services Department for response <br /> and further consideration as appropriate <br /> BACKGROUND <br /> The City of Redwood City is required by the California Health and Safety Code to <br /> prepare a brief report regarding the public water system when it detects one or more <br /> contaminants in drinking water exceeding the applicable public health goal (PHG). A <br /> PHG is a non-enforceable goal established by the California Environmental Protection <br /> Agency's Office of Environmental Health Hazard Assessment (OEHHA), and is not to <br /> be confused with a Maximum Contaminant Level or an Action Level. An Maximum <br /> Contaminant Level is the enforceable level of a contaminant that is allowed in drinking <br /> water as established by the United States Environmental Protection Agency (EPA) and <br /> the California State Water Resources Control Board Division of Drinking Water (DDW). <br /> An Action Level is the enforceable level for lead or copper that is allowed in drinking <br /> water as established by the EPA and DDW. <br /> The California Health and Safety Code specifies that every three years, public water <br /> systems serving more than 10,000 service connections shall prepare a brief report to <br /> inform the public of any contaminant exceeding the applicable PHG. The Public Works <br /> Services Department prepared and submitted the Report to the California Department <br /> of Public Health in June 2016 (see Attachment 1) and posted it on line at: <br /> http://www.redwoodcity.org/waterquality. <br /> Drinking water constituents that have a California primary drinking water standard and <br /> for which a PHG has been set are to be addressed in the Report. Appendix B of the <br /> Report contains the regulated constituents (lead and hexavalent chromium) for which <br /> the PHG was exceeded. The City is not required to take any action to address <br />
