Page 1 of 8 <br />ATTY/RESO.0104/ CC RESO STARSHIP TECHNOLOGIES <br />REV: 11-02-16 JS <br />RESOLUTION NO.____ <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF REDWOOD CITY <br />APPROVING A PILOT PROGRAM TO AUTHORIZE THE USE OF <br />AUTONOMOUS ROBOTS KNOWN AS PERSONAL DELIVERY <br />DEVICES FOR DELIVERY OF GOODS FROM REDWOOD CITY <br />BUSINESSES TO CUSTOMERS UTILIZING CITY SIDEWALKS, <br />CROSSWALKS, AND PUBLIC THOROUGHFARES <br /> WHEREAS, the City Council desires to institute a pilot program to temporarily <br />allow on a trial basis of nine months, the use of autonomous robots also known as <br />Personal Delivery Devices “PDD”, for the purpose of delivering goods from Redwood City <br />businesses to customers (the “Pilot Program”); and <br />WHEREAS, pursuant to Chapter 29, Article II of the Redwood City Code, the City <br />may issue permits for various encroachments into the City’s right-of-way, but such <br />Chapter does not contemplate the use of autonomous delivery robots; and <br />WHEREAS, the City Council desires to create a new, temporary Personal Delivery <br />Device Permit (“PDD Permit”), pursuant to which any individual or any or any corporation, <br />partnership, limited liability company or other entity (“Operator”) may operate one or more <br />PDDs on sidewalks, crosswalks, and, transitorily, on public thoroughfares; and <br />WHEREAS, PDD Permits shall not extend beyond the life of the Pilot Program; <br />and City will not issue PDD Permits after the termination of the Pilot Program unless the <br />City Council authorizes the continuing issuance of PDD Permits by resolution or <br />ordinance; and <br />WHEREAS, the City Council desires to authorize the City Manager to issue a PDD <br />Permit to Starship Technologies, Inc. to operate PDDs in the City during the Pilot <br />Program; and <br />WHEREAS, the use of these PDDs, activated by consumers’ smartphones, will <br />initiate the delivery of purchases when convenient for the consumer, and consumers can <br />have items delivered directly to their doors within 15 to 30 minutes; and <br />WHEREAS, accordingly, this technology may reduce the inefficiencies associated <br />with failed deliveries, facilitate the return of unwanted goods, and reduce the number of <br />vehicle trips associated with the delivery of goods from local establishments. <br />WHEREAS, this Pilot Program implements several policies of the Redwood <br />City General Plan, namely: <br />Policy BE-30.4: Maximize the efficiency of goods movement while working to <br />minimize related environmental impacts. <br />6.3.A. - Page 4
