public meetings, web-based information, a questionnaire, and multiple social media <br />updates. <br />Once the hazard mitigation plan is adopted by all of the jurisdictional partners and <br />approved by FEMA, the partnership will collectively and individually become eligible to <br />apply for hazard mitigation project funding from both the Pre-Disaster Mitigation Grant <br />Program and the Hazard Mitigation Grant Program. <br />What is the Pre-Disaster Mitigation Grant Program (PDM)? <br />The PDM competitive grant program provides funds to State, Tribal, and local <br />governments for pre-disaster mitigation planning and projects primarily addressing <br />natural hazards. Cost-effective pre-disaster mitigation activities reduce risk to life and <br />property from natural hazard events before a natural disaster strikes, thus reducing <br />overall risks to the population and structures, while also reducing reliance on funding <br />from actual disaster declarations. Funds will be awarded on a competitive basis for <br />mitigation planning and project applications intended to make local governments more <br />resistant to the impacts of future natural disasters (For more details on this program see <br />Attachment 2). <br />What is the Hazard Mitigation Grant Program (HMGP)? <br />Authorized under Section 404 of the Stafford Act, the HMGP administered by FEMA <br />provides grants to States and local governments to implement long-term hazard <br />mitigation measures after a major disaster declaration. The purpose of the program is to <br />reduce the loss of life and property due to natural disasters and to enable mitigation <br />measures to be implemented during the immediate recovery from a disaster (For more <br />details on this program see Attachment 2. <br />ALTERNATIVES <br />By not complying with the requirements of Disaster Mitigation Act of 2000 (Public Law <br />106-390), the City of Redwood City will not be eligible for PDM or HMGP grant funding. <br />FISCAL IMPACT <br />There is no fiscal impact to adopting this plan but the City of Redwood City will not be <br />eligible for PDM or HMGP grant funding if the plan is not adopted. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as <br />defined in CEQA Guidelines section 15378, because it involves continuing <br />administrative activities and has no potential for resulting in either a direct or <br />foreseeable physical change in the environment. <br /> <br />6.3.B. - Page 3
