Program Comparisons <br />Cost Sharing <br />In general, HMA funds may be used to pay up to 75 percent of the eligible activity <br />costs. Each State, territory, and federally-recognized tribal government shall <br />designate one agency to serve as the Applicant for each HMA program. All interested <br />subapplicants must apply to the Applicant. <br />Individuals and businesses may not apply directly to the State, territory, or FEMA, but <br />eligible local governments may apply on their behalf. <br />The table below identifies, in general, eligible subapplicants. <br />Eligible Subapplicants HMGP PDM FMA <br />State agencies ✔✔✔ <br />Federally-recognized tribes ✔✔✔ <br />Local governments/communities*✔✔✔ <br />Private nonprofit organizations (PNPs)✔ <br />✔ = Subapplicant is eligible for program funding <br />* Local governments/community may include non federally-recognized tribes, or consistent with definition <br />of local government at 44 CFR 201.2, may include any Indian tribe or authorized tribal organization, or <br />Alaska Native village or organization that is not federally-recognized per 25 U.S.C. 479a et seq. <br />Available Funding <br />PDM and FMA funding depend <br />on the amounts Congress <br />appropriates each year. <br />HMGP funding is usually <br />15 percent of the amount of <br />Federal assistance provided to <br />a State, territory, or federally- <br />recognized tribe following a <br />Presidentially declared disaster. <br />General Requirements <br />All mitigation projects must <br />be cost-effective, technically <br />feasible and effective, and <br />meet Environmental Planning <br />and Historic Preservation (EHP) <br />requirements in accordance <br />with HMA Guidance. In addition, <br />all mitigation activities must <br />adhere to all relevant statutes, <br />regulations, and requirements <br />including other applicable <br />Federal, State, territorial, <br />federally-recognized tribal, <br />and local laws, implementing <br />regulations, and Executive <br />Orders. <br />All Applicants and subapplicants <br />must have hazard mitigation <br />plans that meet the <br />requirements of <br />44 CFR Part 201. <br />6.3.B. - Page 8
