<br />Page 13 <br /> <br />OBJECTIVE 5: <br />Ensure that it is not more difficult to turn onto Farm Hill Boulevard from side streets. <br />Why: One concern expressed about the pilot project was that it would be more difficult to turn onto <br />Farm Hill Boulevard from side streets, due to vehicles being funneled down from two lanes into a single <br />lane. The single lane of vehicles would have less frequent gaps for side street vehicles to turn into. <br /> <br />Measurement: To evaluate how long drivers have to wait to turn left, the traffic consultants videotaped <br />the side streets of Lonesome Pine Road and Highland Avenue during the morning peak period (7:00 <br />AM – 9:00 AM). The number of vehicles waiting to turn left was counted at five-minute intervals and <br />divided by 12 to estimate their wait times. <br />Outcome: Table 10 summarizes the results. It should be noted that there was a small sample size for <br />this performance measure, as denoted by the number of vehicles counted (n). At both locations there <br />was a 48 to 67 percent reduction in the wait time for vehicles to make a left turn from the side street <br />during the morning peak hour. At Lonesome Pine Road, the typical wait times were less than a minute <br />and the overall reduction was small as an absolute number. At Highland Avenue, the wait times were <br />estimated at 4 minutes before the pilot and reduced to 2.1 minutes after the pilot.
