Travel Time Data Memo <br />Farm Hill Boulevard Pilot Street Improvement Project <br /> <br />Since the inception of the Farm Hill Boulevard Pilot Project, one of the primary concerns has <br />been how the reconfiguration of the roadway would contribute to increased congestion and <br />delays. One criterion to assess increased delay was travel time along the corridor. This memo <br />provides additional detail about the data collected and included in the evaluation memo in <br />response to questions from the community. <br /> <br />Redwood City used a transportation planning and engineering consultant (TJKM) to collect <br />travel time data on five dates before and during the pilot. Travel times were collected on Farm <br />Hill Boulevard/Jefferson Avenue between Woodhill Drive and Alameda de las Pulgas during <br />two‐hour time periods in the morning, midday, and afternoon. <br /> <br />Table 1: Pilot Data Collection Dates <br />Date of Data Collection Description <br />July 15‐16, 2015 Pre‐pilot data <br />September 16‐17, 2015 Pilot data – first month of pilot <br />November 5, 2015 Pilot data – second month of pilot <br />July 13, 2016 Pilot data – one year after pre‐pilot data <br />September 20, 2016 Pilot data – one year after pilot started <br /> <br />Data was collected throughout the pilot for monitoring purposed, while the formal evaluation <br />compared the ‘pre‐pilot’ data from July 2015 with ‘post‐pilot’ data from July 2016. This <br />comparison controls for the seasonal variation in traffic volumes that come with schools being <br />out of session and summer vacations. However, because traffic volumes are typically lower in <br />the summer months than during the school‐year, data was also collected in September 2016 to <br />reflect conditions commuters typically experience during the school year. Due to the higher <br />traffic volumes, we would expect travel times in September 2016 to be higher than those <br />experienced in July 2015, even without the project. <br /> <br />Pre‐Pilot Data <br />The data for the July 2015 travel time runs are listed below in Tables 2 and 3. Generally <br />speaking: <br /> morning and evening travel times were comparable, and <br /> Travel times towards I‐280 were slightly higher than travel times towards Downtown. <br /> <br />In the morning (see Table 2), average travel times were slightly higher going towards I‐280 than <br />going towards Downtown. The longest travel time going towards I‐280 was 5 minutes and 30 <br />seconds, at 7:56 AM. The longest travel time going towards Downtown was 5 minutes and 13 <br />seconds, at 8:03 AM. <br /> <br /> <br />8.A. - Page 43
