· Outreach: (1) Project outreach will include efforts to actively engage the community
in the planning effort and to keep interested members updated on its progress. (2)
Specific outreach strategies include: community workshops, an interactive webmap
for suggesting projects, stakeholder meetings, walking audits, bilingual project
website and social media content and coordination with Redwood City
Conversations to identify up to two transportation or urban design topics for 2017.

· Existing Transportation Conditions: Assess existing supply and demand for all
modes (walking, biking, riding transit, and driving) and networks, including a review
of recent development projects to assess how many trips they are generating
relative to assumptions. This existing conditions report will also summarize
information from numerous recently complete traffic counts and report, as well as
conduct new traffic counts in key areas. This task will also look into patterns of cut-
through traffic in residential neighborhoods.

· Performance Monitoring: Develop performance measures that can be used to
prioritize individual projects and programs and specific metrics for tracking the
performance of the transportation system over time.

· Transportation Engineering Standards and Guidelines: (1) Develop
transportation impact analysis guidelines that reflect the state’s proposed change
from level of service (LOS) to vehicle miles traveled (VMT) as the way to identify
traffic impacts under the California Environmental Quality Act (CEQA). (2) High-level
review of current engineering standards with recommendations on where updates
would be appropriate.

· Transportation Demand Management: Incorporate recommendations around the
City’s transportation demand management strategy and the potential formation of a
transportation management association. The bulk of the work for this task will be
completed under a grant from the San Mateo City & County Association of
Governments (CCAG) ($49,000 grant approved at the October 13th Board meeting),
and incorporated into the plan.

· Develop Recommended Strategies, Projects & Programs: Compile a list of
projects and programs from previously approved plans and new projects as
identified in community outreach efforts, Complete Streets Advisory Meetings and
Council input. Projects will be ranked according to the selected performance
measures to identify implementation priorities. Detailed cost estimates will not be
included at this stage, but could be completed as part of an update to the
transportation impact fee.

· Plan Development: City Transportation Plan will incorporate the results of the
above tasks into a single document with a standalone executive summary.

6.1.B. - Page 6
