REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 7, 2016 <br />SUBJECT <br />Award Contract to ABM Parking Services for the operation and management of the <br />downtown Redwood City gated parking facilities <br /> <br />RECOMMENDATION <br />By motion,approve and authorize the City Manager to execute the agreement with ABM <br />Parking Services, for the operation and management of Jefferson Garage and Marshall <br />Garage, for an amount not to exceed $2,145,915 for the four-year initial term of the <br />agreement and not to exceed $4,693,999 for the entire term of the agreement (including <br />4 optional one-year extension terms). (This amount will vary based on staffing levels at <br />the facilities and other variable expenses) <br /> <br />BACKGROUND <br />ABM Parking Services has provided management services for the Jefferson Garage <br />and Marshall Garage since the inception of the current downtown parking system in <br />2006. In 2008, the existing agreement expired, but the parties have continued to <br />operate under the terms of the agreement. ABM Parking Services has continued to do <br />the following: <br /> <br />· Manage and supervise the operations of the gated parking facilities including <br />revenue collection, reporting, and auditing; <br />· Maintain equipment in the parking facilities in good working order and resolve <br />any outage as soon as practical; <br />· Keep parking facilities clean and pleasant as measured by industry standards; <br />· Ensure safe and accessible parking to the public during agreed upon hours of <br />operation. <br /> <br /> <br />ANALYSIS <br />In April 2016, a Request for Proposals (RFP) for Parking Facilities Operations and <br />Maintenance Services was advertised to qualified contractors. Staff received one <br />proposal by the May 18, 2016 deadline. Based on the review and evaluation of their <br />proposal and their familiarity with Redwood City’s parking system, staff recommend <br />entering into an agreement with ABM Parking Services. <br /> <br />ABM Parking Services satisfactorily performs parking management services with trained <br />and experienced staff. ABM Parking Services successfully addresses customers’ <br />concerns. They also work cooperatively with the Police Department to ensure the safety <br />6.1.D. - Page 1
