REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 7, 2016 <br /> <br />SUBJECT <br />Award of Contract - Fair Oaks Branch Library Furniture <br /> <br />RECOMMENDATION <br />By motion, award the contract for Fair Oaks Branch Library furniture to Ross McDonald <br />Co., Inc. for their responsive and responsible low bid of $70,893.60 and authorize the <br />City Manager to execute the agreement <br /> <br />BACKGROUND <br />The Fair Oaks Branch Library requires additional space for children, teens, and families <br />to utilize the programs and resources of the library. The County of San Mateo approved <br />Measure A funds in FY2013-14 for a renovation and expansion of the existing library <br />space in the Human Services Agency building at 2510 Middlefield Road. Construction is <br />currently scheduled to begin in December 2016 or January 2017. <br /> <br />ANALYSIS <br />The County of San Mateo and the City of Redwood City have jointly launched planning <br />for the Middlefield Junction project, which is slated to include a new Fair Oaks Branch <br />Library facility. However, because there is an immediate need for additional space, and <br />the Middlefield Junction project is unlikely to break ground for several years, the <br />currently planned library expansion is moving forward. <br /> <br />Because the Fair Oaks Branch Library operates in a facility leased from the County of <br />San Mateo, the County as the building owner is managing the construction contract with <br />significant input from Library staff. The Library plans to use previously appropriated CIP <br />funds to purchase the new public furniture, service desk, and shelving; and <br />modifications to existing furniture required by the new space plan. <br /> <br />On September 23, 2016, a Notice Inviting Sealed Bids was published in the Daily News <br />with a submission deadline of 3:30 pm on October 12, 2016. Additionally, copies of the <br />bid notice were emailed to three companies.
