CDBG, and Redevelopment Housing Funds will be used to acquire land, <br /> buildings, pay a portion of costs for new construction, and support first time homebuyer <br /> loans. CDBG funds will be used to support accessibility modifications and emergency <br /> repairs. <br /> <br /> Additional Planned New Construction Estimated Units to be Constructed <br /> <br /> Rolison Road Housing __ 23 Units <br /> Franklin Street 31 Units <br /> El Camino Acquisition 50 Units <br /> Total Planned Units 104 Units <br /> <br /> ~ Special needs populations include, but are not limited to, extremely Iow income persons living below the <br /> poverty level, elderly, persons with disabilities including HIV/AIDS, large family households, and other <br /> populations qualifying as presumed benefit populations as defined by CDBG regulations. (Refer to Definitions <br /> section of the Plan) defined under Presumed Benefit. <br /> <br /> PRIORITY # 2: Facilitate suitable living environment by improving the <br />safety and Iivability of neighborhoods by focusing resources for public facilities <br />and services to reduce poverty. <br /> <br />Consultations with service providers indicates that there is a gap between supply and <br />demand of public facilities and supportive service programs for Iow and very Iow-income <br />households. <br /> <br />Public facilities and supportive service intervention programs are necessary to: <br /> <br /> 1. provide facilities where services can be delivered, <br /> 2. improve physical assets in neighborhoods, <br /> 3. reduce the incidence of homelessness, <br /> 4. prevent at-risk populations from becoming dependent and unable to <br /> contribute to society, <br /> assure fair housing opportunities, <br /> 6. prevent early institutionalization7 of elderly, youth, and other special <br /> needs populations, <br /> 7. provide programs which promote caregivers for people with special needs <br /> (aging population, persons impacted by closing of nursing homes, and <br /> persons with disabilities), <br /> 8. provide supportive services to reduce poverty. <br /> <br />? Institutionalization refers broadly to elderly and disabled persons who may be confined to care facilities and <br />nursing homes when they could remain independent in their homes with supportive services, and includes <br />institutionalization within a criminal justice system for youth and other persons at-risk. <br /> <br /> <br />
