8. Off-Site Facilities; Design of Off-Site Facilities. <br /> <br />(a) The Off-Site Facilities to be constructed by Owner are listed on Exhibit "E." All <br />Off-Site Facilities shall be completed prior to the issuance of an Occupancy Permit <br />except as to those Off-Site Facilities for which Fees were paid prior to the issuance of a <br />Foundation Building Permit. <br /> <br />(b) All Facilities must be designed and constructed in accordance with City <br />standards for public improvements and in accordance with plans and specifications <br />approved by City's Engineering Department. <br /> <br />9. On-Site Privately Owned Improvements <br /> <br />Owner shall construct at Owner' sole cost all on-site improvements, including but not <br />limited to, on-site parking lots, roadways, utility improvements, and similar <br />improvements, which are not offered for dedication to City for ownership, operation or <br />maintenance (the "Private On-Site Improvements"). Owner shall construct the Private <br />On-Site Improvements according to the standards contained in the Building Regulations <br />in effect at the time of the issuance of the applicable building permit and applied by the <br />Community Development Department of City to private improvements that are not the <br />subject of a planned development permit. <br /> <br />10.
