To th · Honorable Mayor and City CouncilI <br /> From <br /> <br />May 6, 2002 <br /> <br />Subject <br />Request for Revocable Permit by Stanford Rowing and Paddling for Encroachment and Use of a <br />portion of Portside Park. <br /> <br />Recommendation <br />Grant a Revocable Permit to Stanford Rowing and Paddling for use of a defined area under the <br />south end of Bridge Parkway Bddge in Redwood Shores for boat and equipment storage. <br /> <br />Background <br />The Stanford Rowing and Paddling, under the Stanford University Athletic Department, has been <br />informally using an area with the permission of the Parks, Recreation and Community Services <br />Department under south end of the Bridge Parkway Bridge for the purpose of storing rowing shells <br />and kayaks used by their group. In addition to enjoying the activity themselves, the rowing and <br />paddling enthusiast's wish to create a partnership with the City that would include the offering of <br />lessons to residents of the community for all age groups. <br /> <br />Gina Sanchez, representing the group, has received approval from the Redwood Shores <br />Homeowners Association, Redwood Shores Owners Association and the Redwood City Plan <br />Review Committee to construct an 8 foot high fence approximately 55 feet by 65 feet wide for <br />storage of their boats and equipment. The area is under the bddge and is unimproved so the <br />fencing and related improvements will not impact the park. Within the enclosure will be two 6 foot <br />high racks for storing the rowing shells and kayaks together with all related equipment, including a <br />portable dock. No flammables will be allowed. Two concerns of the Plan Review Committee were <br />parking and water runoff from the washing of the boats at the end of the each days use. The <br />parking has been resolved by Mistrals Restaurant, located at the north side of the bridge, allowing <br />visitors to park in their lot and walk over the existing foot bridge to Portside Park. Water runoff is <br />seen as minimal since the amount used to wash all four boats is approximately 20 gallons. <br /> <br />Since the program was already established the need of a permit was seen as the appropriate <br />solution to formalize the relationship with the City.
