To th · Honorable Mayor and City CouncilI
From

May 6, 2002

Subject
Request for Revocable Permit by Stanford Rowing and Paddling for Encroachment and Use of a
portion of Portside Park.

Recommendation
Grant a Revocable Permit to Stanford Rowing and Paddling for use of a defined area under the
south end of Bridge Parkway Bddge in Redwood Shores for boat and equipment storage.

Background
The Stanford Rowing and Paddling, under the Stanford University Athletic Department, has been
informally using an area with the permission of the Parks, Recreation and Community Services
Department under south end of the Bridge Parkway Bridge for the purpose of storing rowing shells
and kayaks used by their group. In addition to enjoying the activity themselves, the rowing and
paddling enthusiast's wish to create a partnership with the City that would include the offering of
lessons to residents of the community for all age groups.

Gina Sanchez, representing the group, has received approval from the Redwood Shores
Homeowners Association, Redwood Shores Owners Association and the Redwood City Plan
Review Committee to construct an 8 foot high fence approximately 55 feet by 65 feet wide for
storage of their boats and equipment. The area is under the bddge and is unimproved so the
fencing and related improvements will not impact the park. Within the enclosure will be two 6 foot
high racks for storing the rowing shells and kayaks together with all related equipment, including a
portable dock. No flammables will be allowed. Two concerns of the Plan Review Committee were
parking and water runoff from the washing of the boats at the end of the each days use. The
parking has been resolved by Mistrals Restaurant, located at the north side of the bridge, allowing
visitors to park in their lot and walk over the existing foot bridge to Portside Park. Water runoff is
seen as minimal since the amount used to wash all four boats is approximately 20 gallons.

Since the program was already established the need of a permit was seen as the appropriate
solution to formalize the relationship with the City. Since all improvements are being made at no
cost to City, the approval of the permit is recommended.

Alternative
Not approve the permit and require the Stanford Rowing and Paddling to relocate their storage to
another location.

Fiscal Impact
The minimal for the use of water to wash their boats. ~/.? /~'~
V~l~rie Ma't~'~is Corinne Centeno Ed Everett
Manager, Parks, Recreation and Director, Parks, Recreation and City Manager
Community Services Department Community Services Department

Attachment
Revocable Permit and Exhibit "A"
