The Dimensions Unlimited, Inc.
product has received positive references from the cities of Fremont, South San Francisco,
and the State of California, Department of Transportation (Caltrans). The unit is Caltrans
approved.

The cost of installation for a battery back-up unit is $1,525 regardless of product choice.
The cost per battery back-up unit installed will be $4,325.00 and includes the installation of
the separate cabinet, wiring and testing. Republic Electric is the Northern California
Supplier and Certified installer for the Dimensions Unlimited, Inc. units. Republic Electric
has been a very responsible contractor in the installation of the LED traffic signal lamps
and other traffic signal and street light construction projects. The total cost of purchasing
twenty-four units and installation of will be $103,800. The project should be completed in
45 days.

Alternatives
1) Select a different unit or vendor. Staff has received bids and researched
references. Staff believes this is the best choice and value in battery back-up units.
2) Do not purchase battery back-up units. There is an uncertainty of the California
power supply situation and occurrences of storm and incident related power
outages. Staff experiences a delay in time from the power outage to the installation
of stop signs. When power is restored, there is a delay in time to remove the stop
signs. Both of these delays can cause confusion at an intersection and can result
in collisions. The need to respond to power outages by Police and Public Works
Services staff usually results in unplanned overtime labor. Purchasing the battery
back-up systems resolves all of these issues.
3) Provide the additional resources to purchase twenty-one (21) more units and install
battery back-ups at all intersections. This decision would need to be based on
available C.I.P. funding.
4) If a new grant opportunity receives approval, staff will be able to purchase
additional battery back-up units for the same amount of money, and complete more
intersections. Staff will not know complete details until mid May, 2002.

Fiscal Impact
Funds have been approved in the current CIP to cover the $103,800.00 cost of installation
in the amount of:
Battery Back-up Systems $ 87,000.00
Traffic Signal Cabinet Installation $ 18,413.00
Total available funds $104,413.00

The amount of future funding necessary to complete the installation of battery back-up
units at the 21 remaining intersections so that all 58 intersections will have~[~ttery back-up.

GordOn Mann Peter Ingram E
Public Works Superintendent Public Works Services Director City Manager

Attachments.
