REPORT l <br /> To the Honorable Mayor and City Counci <br /> From the City ManagerI <br /> <br />May 6,2002 <br /> <br />Subject <br />Purchase of Two Used (pre-owned) Passenger Vehicles for Undercover Law Enforcement <br /> <br />Recommendation <br />That the City Council: (1) Waive the bidding requirements of Redwood City Code, Chapter <br />2 Article 7, Section 2.76 by affirmative vote of at least five members of City Council on the <br />grounds that strict compliance with the bidding requirements would not serve the public <br />interest; (2) by motion authorize the purchase of two used passenger vehicles from <br />Enterprise Car Sales of Redwood City, CA in an amount not to exceed $42,800. <br /> <br />Background <br />Purchasing used vehicles for undercover law enforcement has proven to be the most cost <br />effective way of providing replacement vehicles for this type of program. However, the <br />normal competitive bidding procedure for the purchase of used vehicles has not been <br />effective. (Because we are buying used, the selection is only available for a short period <br />of time. Preauthorization allows us to buy the best and most appropriate vehicle for the <br />money.) The City has attempted the "sealed bid" process on several occasions in past <br />years but received no response. On April 10, 2002 the City once again tried the sealed bid <br />process. The City Clerk advertised the bid invitation with copies being mailed to five <br />vendors. The two bids received were opened by the City Clerk and are summarized as <br />follows: <br /> <br /> Enterprise Used Car Sales Redwood City, CA $40,826.00 (Did Not Meet) <br /> Spec.'$ <br /> Hertz Car Sales Santa Clara, CA $35,928.18 (Did No, Meet) <br /> Spec.'s <br /> Towne Ford Sales Redwood City, CA No Bid <br /> <br /> Redwood City Dodge Redwood City, CA No Bid <br /> <br /> Boardwalk Chevrolet Redwood City, CA No Bid <br /> <br />The bid by Enterprise Car Sales was for two of the same make and model vehicles even <br />though the bid specifications asked for mixed makes and models. Hertz Car Sales did not <br />DKI on two diffomnt paooongor vohiglo~, Thoy ~ubmittod a ghoig~ of tho ~amo Iowor ond <br />make and model vehicle but could not guarantee they would be available by the time the <br />bid was awarded. Both vendors stated that the time involved in a bidding process prohibits <br />them for submitting a guaranteed competitive price because of the quick turnover on their <br />vehicles, <br /> <br /> <br />
