REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 28, 2016 <br /> <br />SUBJECT <br />Public Art Acquisition Agreement between the City of Redwood City and Fung <br />Collaboratives <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the public art acquisition <br />agreement for sculpture by Emilia and Ilya Kabakov between the City of Redwood City <br />and Fung Collaboratives. <br /> <br />BACKGROUND <br />The Public Arts Master Plan, approved by the City Council on July 22, 2013, reflects the <br />goals of the Cultural Element within the City’s 2010 General Plan where public art is <br />recognized as a means for promoting vibrancy, defining cultural uniqueness, supporting <br />economic development, building community, and improving the quality of life for those <br />that live, work and play here. The General Plan sets forth the goal that “Redwood City is <br />the place on the Peninsula to experience and enjoy visual, performing arts, and cultural <br />events by 2030.” <br /> <br />Both plans expressly recognize that culture and the arts inspire civic pride, provide <br />opportunities for expression and sharing, and serve as a catalyst for our economy. They <br />also reinforce the impression that Redwood City is the destination for art, culture and <br />entertainment on the Peninsula. <br /> <br />The Public Arts Master Plan sets forth a process of reviewing public art initiatives, artist <br />renderings, and potential art projects with the appointment of two City Council Members <br />and three Civic Cultural Commissioners to a “Public Art Task Force.” This Task Force <br />meets on an as-needed basis and has been instrumental in the establishment of the <br />Utility Box Mural Program; the Commercial Way Mural Program; the Harambee Art <br />Bench project; and most recently, the Heron sculpture dedication at the Port of <br />Redwood City. <br /> <br />On June 13, 2016, the City Council introduced and unanimously approved an <br />Ordinance adding Section 2.38 to the Redwood City Code to establish the “Art in Public <br />Places Fund” and adding Chapter 45 of the Redwood City Code to (1) establish <br />regulations and procedures for provision of Art in Public Places; (2) establish a City <br />contribution of one percent of the City’s Annual Outlay Fund to be placed in the Art in <br />Public Places Fund for provision of Art in Public Places; and (3) require Commercial <br />6.1.F. - Page 1
