maintaining the system after the initial deployment, are real considerartions in the use of <br />body-worn cameras. <br /> <br />Over the course of the last six months, the RCPD has convened an internal BWC <br />working committee to analyze industry best practices, cost implications, vendor <br />products, labor-management issues, and policy and procedures associated with the <br />development of a responsible and maintainable BWC system. The committee <br />developed the proposed implementation plan described in this report. <br /> <br />ANALYSIS <br />The proposed BWC implementation plan in Attachment B is broken out into 18 phases <br />for deployment with each category addressing estimated time for analysis, <br />development, deployment and associated costs; where appropriate. <br /> <br />The 18 phases of deployment include: <br />1) Identification Funding Source <br />2) Written Policy and Procedures <br />3) Policy and Procedures Approval <br />4) Equipment Evaluation <br />5) Data Storage Method Selection <br />6) Competitive Equipment Bid (RFP) <br />7) Equipment Purchase <br />8) Hardware Installation <br />9) System Integration With Records Integrated Management System (RIMS) and <br />Computer Aided Dispatch (CAD) <br />10) Room Remodel for System Use <br />11) Department-Wide Training <br />12) Pilot Deployment and Field Testing <br />13) System Assessment for Compliance With Vendor Stated Capabilities <br />14) Corrective Actions for Identified Problems During Pilot Testing <br />15) Cell Phone Integration <br />16) Full Deployment <br />17) First Year Deployment Funds Expended <br />18) Addition of Property Clerk to Manage BWC Evidence Reproduction and <br />Redactions for Court Filing And Reproduction Of Releasable Documents in <br />response to California Public Records Act (CPRA) Requests. <br /> <br />Total first year costs are estimated at $430,909.00 and the cost for years 2 thru 6 are <br />estimated at $1,395,715.00. The total projected cost over 6 years is $1,826,624.00. <br />Beyond the initial purchase of cameras, there are several recurring costs that would <br />become ongoing obligations including costs for data storage, cell phone replacement, <br />and a dedicated staff person to prepare video data to support investigations, <br />prosecution, and public records requests. Based on the experience of other <br />communities, staff recommends deployment of cameras to all sworn personnel at once, <br />rather than in phases.
