REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 28, 2016 <br /> <br />SUBJECT <br />Final Acceptance - Fair Oaks Community Center HVAC Replacement Project <br /> <br />RECOMMENDATION <br />By motion, accept the Fair Oaks Community Center HVAC Replacement Project and <br />authorize the release of bonds and retention according to City procedures <br /> <br />BACKGROUND <br />Fair Oaks Community Center was constructed in 1971 and a senior center addition was <br />constructed in 1988. Two out of the eight existing rooftop HVAC units have reached <br />their useful life and need to be replaced. The City hired Encon Engineering, a <br />Mechanical Engineering consultant, to prepare plans and specifications to replace the <br />existing units. <br /> <br />ANALYSIS <br />On May 19, 2015 the City Council awarded the construction contract for the Fair Oaks <br />Community Center HVAC Replacement Project to Greentech Industries, Inc. of Concord <br />for their responsive low bid of $162,000.00. Two (2) rooftop HVAC units were replaced, <br />and a third rooftop HVAC unit to supply dedicated heating and ventilation to three (3) <br />classrooms was installed. Electrical work, ductwork, seismic supports, control panel, <br />and zone dampers were installed to improve system control and efficiency. <br /> <br />On June 23, 2014, Council approved Resolution No. 15352 which authorized a sole <br />source purchase of TRANE HVAC equipment and suspended the requirements of <br />Article VII, PURCHASING, Chapter 2 of the Municipal Code. <br /> <br />The project has been completed and approved by the City Engineer in accordance with <br />the plans and specifications. The contractor requested additional time to complete the <br />project, and covered the City’s additional inspection costs for an extended completion <br />date. Total contract final cost is $147,369.01, 9.0% lower than the original bid amount. <br />Four change orders were issued for the total net reduction of $14,630.99. This was a <br />result from a modification of allowed working hours and allowed materials, a credit to <br />the City for a contract time extension, a credit to the City due to a revoked portion of the <br />6.2.A. - Page 1
