REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 28, 2016 <br /> <br />SUBJECT <br />Consideration of Historic Landmark Designation and Historic Preservation Agreement <br />(MIlls Act Contract) for a residence located at 32 King Street (APN) 052-152-040) <br /> <br />RECOMMENDATION <br />Hold a public hearing and: 1) Adopt a resolution designating the structure at 32 King <br />Street, Redwood City, California, an Historic Landmark, and 2) By motion, approve, and <br />authorize the City Manager to execute and record an Historic Property Preservation <br />Agreement for said property <br /> <br />BACKGROUND <br />At their July 14, 2016 special and regular meetings, the Historic Resources Advisory <br />Committee (HRAC) toured the subject site, reviewed the DPR 523 form prepared by Mr. <br />Richard Brandi (qualified architectural historian), and heard testimony regarding the <br />potential historic significance of the structure. The HRAC voted 4-0 (Committee Member <br />Stewart absent) to: a) Recommend local historic landmark designation of the structure <br />at 32 King Street and b) Recommend approval of a Mills Act Contract and associated <br />10-year maintenance and improvement plan. <br /> <br />At their September 6, 2016 regular meeting, the Planning Commission held a public <br />hearing and heard testimony regarding the potential historic significance of the structure <br />and voted 6-0 (Commissioner Hale absent) to: a) Recommend local historic landmark <br />designation of the structure at 32 King Street and b) Recommend approval of a Mills Act <br />Contract and associated 10-year maintenance and improvement plan. <br /> <br />ANALYSIS <br />DESIGNATION PROCESS (REDWOOD CITY MUNICIPAL CODE, CHAPTER 40 – HISTORIC <br />PRESERVATION) <br /> <br />The historic landmark designation process is a three-step process which first involves a <br />recommendation from the HRAC to the Planning Commission. The second step is a <br />recommendation from the Planning Commission to the City Council. The third step is <br />final action by the City Council. The historic designation process involves the evaluation <br />of the application and the historic consultant’s report/DPR 523 form in conjunction with <br />the City’s historic designation criteria: <br />7.A. - Page 1
