REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 28, 2016 <br />SUBJECT <br />Consideration of Historic Preservation Agreement (Mills Act Contract) for a residence <br />located at 406 Stambaugh Street (APN 053-144-010) <br /> <br />RECOMMENDATION <br />Hold a public hearing and, by motion, approve, and authorize the City Manager to <br />execute and record an Historic Property Preservation Agreement for the residence at <br />406 Stambaugh Street <br /> <br />BACKGROUND <br />The subject property, locally known as the Eikerenkotter Residence, is located within <br />the Stambaugh-Heller Historic District and an excellent example of the Greek Revival <br />architectural style (Attachments 1 and 2). It is also one of the oldest residential <br />buildings in Redwood City, dating back to circa 1865. The property was previously <br />designated an historic landmark by the City Council on July 2, 1984. <br /> <br />At their June 9, 2016 special and regular meetings, the Historic Resources Advisory <br />Committee (HRAC) toured the subject site, reviewed the Applicant’s 10-year schedule <br />of proposed maintenance and improvements, and heard testimony from the Applicant. <br />The HRAC voted 5-0 to recommend approval of a Mills Act Contract and associated 10- <br />year maintenance and improvement plan, as revised. <br /> <br />At their September 6, 2016 regular meeting, the Planning Commission held a public <br />hearing and voted 6-0 (Commissioner Hale absent) to recommend approval of a Mills <br />Act Contract and associated 10-year maintenance and improvement plan. <br /> <br />ANALYSIS <br />MILLS ACT CONTRACT <br />Historic Property Preservation Contracts, which are also known as “Mills Act” contracts, <br />are considered by numerous local governmental agencies and preservationists <br />throughout California as one of the most beneficial historic preservation incentives <br />available today. Mills Act contracts provide for yearly property tax savings for the owner <br />that can be channeled towards the long-term maintenance of a property. The City’s <br />Mills Act program was adopted by the City Council in 1990, and to date the City has <br />granted 24 Mills Act contracts. <br /> <br />The minimum duration for Mills Act Contracts is 10 years. One additional year is <br />automatically added to the contract term each year unless the City and/or property <br />7.B. - Page 1
