<br /> <br />PLANNING COMMISSION HEARING <br />The Planning Commission considered this item at their October 18, 2016 hearing. The <br />Commission had a thorough discussion regarding call ups, appeals, and Planning <br />Commission authority (see Attachment 4). After that discussion, Planning Commission <br />suggested some minor clarifications which are incorporated into the revised ordinance, <br />and recommends adoption of the amendments. These minor changes include clarifying <br />that call-ups of Zoning Administrator items must go to Planning Commission for review <br />and that projects can only be appealed once (Section 41.8), fixing several references <br />that pointed to the wrong section in Article 45, and ensuring consistency for section <br />names and numbering. <br /> <br />GENERAL PLAN CONSISTENCY <br />Staff has reviewed the proposed amendments for consistency with the General Plan. <br />Being procedural in nature, the staff did not identify any inconsistencies. These <br />revisions will advance the General Plan goal of ensuring that City deliberations and <br />decisions involve all interested members of the community (Goal BC-12). <br /> <br />PUBLIC NOTIFICATION <br />This project was noticed in the newspaper and posted on the agenda in accordance <br />with the Brown Act and Government Code Sections regulating amendment of <br />ordinances. <br /> <br />FUTURE STEPS <br />If amendments, a second reading of these amendments is scheduled for December 12, <br />2016 and the ordinance will take effect on January 12, 2017. <br /> <br />ALTERNATIVES <br />1. Make additional changes to the proposed ordinance. <br />2. Do not recommend the proposed ordinance. <br /> <br />FISCAL IMPACT <br />There are no substantial fiscal impacts associated with the proposed amendments. <br /> <br />ENVIRONMENTAL REVIEW <br />It can be seen with certainty that this project does not have the potential to create a <br />significant impact. Topics evaluated by CEQA include: Aesthetics, Agricultural and <br />Forestry Resources, Air Quality, and Greenhouse Gas Emissions, Biological, Cultural <br />and Mineral Resources, Geology, Hazards and Hazardous Materials, Hydrology and <br />Water Quality, Land Use and Planning, Noise, Population and Housing, Public Services <br />and Recreation, Transportation and Traffic, and Utilities and Service Systems. The <br />proposed Zoning Ordinance and DTPP revisions are exempt from the California <br />Environmental Quality Act (CEQA) because approving the proposed administrative <br />amendments will only affect internal permit processing which will not significantly impact <br />the environment.
