REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 28, 2016 <br /> <br />SUBJECT <br />Parcel map and stormwater treatment measures management agreement, for the <br />development at 420-450 Broadway (Stanford Clinic Parking Garage) <br /> <br />RECOMMENDATION <br />1. By motion, approve the Parcel Map for lot merger at 420-450 Broadway <br />2. By motion, approve and authorize the City Manager to execute a Stormwater <br />Treatment Measures Maintenance Agreement with 420-450 Broadway <br /> <br />BACKGROUND <br />The project will construct a three-story, 216,254 square foot garage and exterior <br />improvements at 420-450 Broadway. This garage will provide parking for the Stanford <br />Medical Outpatient Center. On August 16, 2015, the Planning Commission approved <br />the Planned Community Permit (PC2015-002 and PC2015-003) and Tentative Parcel <br />Map (TM2016-004). The Stanford Medical Outpatient Center currently exists on this site <br />and the garage structure will replace existing surface parking. <br /> <br />ANALYSIS <br />The developer’s engineer completed the parcel map, improvement plans, and <br />specifications compliant with the Subdivision Map Act, Redwood City Ordinances, City <br />Standards, and to the satisfaction of the City Engineer. The parcel map merges three <br />existing parcels into one lot. Improvements include new stormwater infrastructure to <br />treat new and replaced impervious surfaces onsite. <br /> <br />The developer anticipates completion of all improvements by early 2018. <br /> <br />ALTERNATIVES <br />Council may choose not to approve the parcel map and associated agreement for the <br />project. <br /> <br />FISCAL IMPACT <br />There is no fiscal impact to the City as a result of this action. <br /> <br />ENVIRONMENTAL REVIEW <br />The Planning Commission reviewed and considered the previously prepared Final <br />Supplemental Environmental Impact Report for the Stanford Outpatient Center Project <br />6.1.D. - Page 1
