EXHIBIT "A" <br />SCOPE OF SERVICES AND FEE <br />Scope of Services <br />Task 1 - SB 743 Decision Process <br />In this task, Consultant shall revisit the metrics that were identified in the draft <br />Transportation Impact Analysis Guidelines (Task E.2) in light of OPR's final guidelines <br />and technical advisory (released December 2018) to ensure that: <br />- They are still applicable, and <br />To further, refine these metrics and methodology for use with future projects in <br />the City of Redwood City. <br />Task 1.A - Select VMT Metric <br />The City of Redwood City has the discretion to choose the most appropriate methodology <br />to evaluate a project's VMT, including how the results of that methodology are expressed. <br />Generally, VMT is expressed in one of two ways: per capita (i.e. VMT per resident, VMT <br />per worker, VMT per service population) and total (all VMT associated with a project or <br />plan). <br />Consultant shall draft a white paper that describes the benefits and considerations for <br />each of these VMT metrics and how these different metrics may affect development in <br />the City. This white paper will provide updated and additional information from what was <br />presented in the draft Transportation Impact Analysis Guidelines (Task E.2). <br />Task 1.13 - Select VMT Methodology <br />A VMT methodology is the approach used to analyze a project's effect on VMT. Selecting <br />a VMT methodology can be done simultaneously with selecting a metric, as they will <br />inform each other. There are three project types for which a methodology will be defined; <br />they may use a consistent methodology, or have a unique methodology for each. <br />• Transportation Plans and Projects, such as changes in roadway <br />configurations, new bridges, etc. <br />• Land Use Projects, such as individual developments. <br />• Land Use Plans, such as area plans, specific plans, and general plans. <br />The VMT methodology will consider the following two items: <br />1. Screening Methods <br />The first set of VMT methods consist of a variety of screening methods, which can <br />be used to exempt a project from additional analysis.
