Task 1.1) - Identify VMT Mitigation Options
The City must determine the degree to which it will accept mitigation measures for VMT
impacts, and whether those measures can reduce an impact to less -than -significant. The
most commonly used means of mitigating a VMT impact are transportation demand
management and changes to the project or introduction of a project alternative.
Consultant will coordinate with and build upon the ongoing efforts by C/CAG to produce
a white paper that discusses the mitigation measure options relevant to Redwood City.
Task 2 - Evaluate Test Cases
Following completion of Task 1, the criteria developed will be applied on up to four land
use projects and two transportation projects to evaluate the benefits and considerations
of these criteria. The proposed test cases are identified below:
Land Use Projects
• California Communities (515 Cleveland Street) residential development
• Strada residential development
• South Main Street Mixed -Use development
• 601 Marshall Street development
Transportation Projects
• Farm Hill Road Diet
US 1011 SR 84 Interchange Improvements
Of the six projects, the environmental analysis has been completed for each except for
South Main Mixed -Use Project. The proposed criteria will be further refined through its
application to projects for which environmental review has been completed. The technical
memorandum produced will contribute to the environmental analysis for the remaining
project still in development.
Deliverable: Technical memorandum outlining the analysis results and implications
of VMT metric, methodology, and significance thresholds.
Task 3 - SB 743 Implementation and Transportation Analysis Guidelines
Consultant shall update and finalize the City's draft Transportation Impact Analysis
Guidelines to establish VMT thresholds and local transportation assessments outside of
CEQA.
