(3;/& <br /> EXHIBIT "A" <br /> SCOPE OF SERVICES <br /> AGREEMENT FOR PROFESSIONAL ENGINEERING SERVICES <br /> KENNEDY/JENKS CONSULTANTS <br /> REDWOOD CITY RECYCLED WATER PROJECT <br /> CUSTOMER RETROFIT AND PROGRAM SUPPORT SERVICES <br />BACKGROUND <br />The Redwood City Recycled Water Project ("Project") will be implemented in multiple <br />phases over the next several years, beginning with some recycled water delivery in the <br />2006 irrigation season. This scope of services has been designed in close <br />collaboration with city staff to reflect and fully implement: <br />· Project "Alternative TF", as described in the Recycled Water Task Force Report and <br /> as unanimously accepted by the City Council on March 25, 2004. <br />· Agreement for Production and Delivery of Recycled Water ("Agreement") between <br /> the South Bayside System Authority (SBSA) and the City of Redwood City as <br /> approved by the City Council on July 26, 2004 and by the SBSA Commission on <br /> August 3, 2004. All of the legal, operational and financial details of the long-term <br /> partnership arrangement between the two agencies are embodied in this <br /> agreement. <br />· City Council policies on the use of recycled water made to date, such as the <br /> prohibition on mandatory use by existing residential customers. <br />· Engineering Report dated August 2004, and currently under review by the State of <br /> California Regional Water Quality Control Board, the State Department of Health <br /> Services (DHS), and the County of San Mateo Health Services Agency. <br />The major components of the Project are: <br />1. Treatment improvements consisting of filter modifications, chemical feed addition <br /> and filtered water line at the SBSA site - owned and operated by SBSA <br />2. Disinfection facility consisting of new chlorine contact chamber at the SBSA site - <br /> owned by Redwood City, operated by SBSA <br />3. Storage and pumping facilities located inside the SBSA plant property (includes a <br /> back-up supply line for potable water) - owned and operated by Redwood City <br />4. Distribution system consisting of new transmission pipelines throughout the water <br /> service area, in street rights-of-ways - owned and operated by Redwood City <br />5. Customer site retrofits for each existing private or public site with a landscape <br /> irrigation meter. Retrofits will occur as each property owner has agreed to convert to <br /> recycled water for landscape irrigation and industrial uses. <br />Agreement over $10K 10 <br />KennedyJenks Rev-2 112603 <br />
