<br />7. STAFF REPORTS <br /> A. Consideration and action regarding petition for referendum of Ordinance No. <br /> 1130-332, (Marina Shores) rezoning property located at Peninsula Marina, Pete's <br /> Harbor, Uccelli Road and Bair Island Road <br /> City Clerk Howe gave the background on the referendum petition filed in the City <br /> Clerk's office on July 27, 2004. The results of the signature verification by the San <br /> Mateo County Elections Office were received on Monday, August 2 and the <br /> petition was certified on August 3, 2004 by the City Clerk. Both the verification <br /> certificate and the petition certificate were shown on the overhead and copies <br /> disseminated to City Council. The alternatives as stated in the staff report were <br /> explained with a clarification that alternative no. 1 no longer applies since the <br /> petition was found to be valid. <br /> Mayor Ira stated that there were a large number of speaker cards and that <br /> clapping would not be allowed for either side of the issue. He further explained <br /> that this was not the time to talk about the merits of the project but to address the <br /> alternatives before Council at this time. Mayor Ira asked for information to be <br /> presented on slides showing the Redwood City voter turnout that compared the <br /> November 2000 Presidential General Election with 77.13% turnout to the March <br /> 2002 Gubernatorial Election with a 34.99% turnout. He stated that by placing this <br /> item on the November 2 ballot there could be between 10,000-15,000 more <br /> people voting than in a Special Election in March 2005. The second slide <br /> reflected the difference in cost between the November election at approximately <br /> $1.00 per registered voter and an election in March with costs estimated to be <br /> between $4-$5.00 per registered voter. <br /> 5:48 p.m. - Council Member Bain arrived <br /> City Clerk Howe reviewed the major points of the reports for Council Member <br /> Bain. <br /> Public Comment: <br /> Billy James supported the implied recommendation that the referendum be placed <br /> on the November ballot rather than the March ballot, thereby, eliminating the <br /> necessity for a Special Election and costs involved. He stated that he is an <br /> environmentalist, a bicyclist, a recyclist, a member of the Friends of Edgewood <br /> Park, the Adopt-a-Highway program, a member of the American Civil Liberties <br /> Union and a member of the Library Commission.
