6.1.A. - Page 2 <br />support and construction services and prepare the final as -built drawings. <br />ANALYSIS <br />The City contracted with BKF Engineers to document deficiencies of the Redwood <br />Creek and its four tributaries in 2012. Upon review and evaluation of identified <br />deficiencies from 2012 as well as recent creek walks with Public Works personnel, staff <br />has identified three reaches of the creek for improvement in the next two years, shown <br />on the attached Project Location Map: Jefferson Branch between Clinton Street and EI <br />Camino Real (approximately 950 feet), Redwood Branch between Oak Street and <br />Hudson Street (approximately 1500 feet), and Redwood Branch between St. Francis <br />Street and Palm Avenue (approximately 2000 feet). The 2017 Redwood Creek <br />Improvement Project will address deficiencies found in the first two reaches mentioned <br />above. <br />Staff issued a request for proposals (RFP) to qualified professional engineering design <br />firms on September 23, 2016 with a due date of October 21, 2016. The City received two <br />proposals from qualified consultants and invited both Wood Rodgers, Inc. and BKF <br />Engineers for an oral interview on October 27, 2016. Upon a rigorous evaluation of the <br />interview performance and proposals submitted, staff recommends Wood Rodgers, Inc. <br />to provide the professional engineering design and construction support services for the <br />2017 Redwood Creek Improvement Project. Wood Rodgers Inc. will perform the <br />negotiated scope of work in the amount of $235,674. <br />ALTERNATIVES <br />Council may choose not to approve the proposed agreement with Wood Rodgers Inc. <br />and direct staff to find alternate means of completing the work, or modify the scope of <br />work, or select other consultants. <br />FISCAL IMPACT <br />Funds for the 2017 Redwood Creek Improvement Project are available in the Capital <br />Outlay Fund — Storm Drain Collection System Construction account, which has an <br />available balance of $ 1,936,064.56 as of September 30, 2016. <br />ENVIRONMENTAL REVIEW <br />Professional Design Services Agreement with Wood Rodgers Inc. is not a <br />"project" subject to the California Environmental Quality Act because entering <br />into the agreement will not cause either a direct physical change in the <br />environment, or a reasonably foreseeable indirect physical change in the <br />environment (see California Public Resources Code Section 21065). <br />
