6.1.1-1. - Page 5 <br />this would also serve as a response to parents who visit the Library with their children <br />and who want a play space to stay longer and enjoy a full experience. <br />The City Council also asked staff to gauge the reaction from the Redwood Shores <br />Community Association (RSCA) about this idea. Through discussion, the RSCA <br />expressed some concerns about the space becoming a teen hangout as well as <br />concerns about potential traffic impacts. Staff believes that these concerns can be <br />mitigated with lighting, cameras, and programming the space for children's activities; <br />and the playground would serve as another activity for Library users while they are <br />already there. Further, staff reached out to the property management firm of Pelican <br />Cove, which is across the street from the Redwood Shores Library, and staff is waiting <br />on a response. <br />If approved by Council, this would be the first step in a longer process of community and <br />other stakeholder input for the future location and design of the park space; the repair, <br />assembly and retrofit of the Pirate Ship to ensure that it would meet playground and <br />ADA standards; and the future requests for proposals for landscape design and <br />construction firms for installation. <br />ALTERNATIVES <br />Council may choose to not accept the agreement to acquire the artwork. <br />FISCAL IMPACT <br />The acquisition cost of the Kabakov "Pirate Ship" is $400,000. The City Council <br />approved the allocation of Park Impact Fees paid for by developers in the Fiscal Year <br />2016-17 budget process. The funds for this project are allocated in 358-73957. <br />Attachment B is a copy of an independent and internationally reputable appraiser PACE <br />Gallery LLC, which lists the value of the art piece between $1,500,000-$1,800,000. <br />The full fiscal impact, that would include site preparation, installation, and amenity <br />improvements, is yet to be determined. However, based on best practices and past <br />project assessments, the cost could vary between $300,000 to $400,000, plus <br />consulting fees of $50,000. Together, this could bring the total park/playground project <br />to $750,000 to $850,000. Staff would recommend the use of Park Impact Fees and Art <br />in Public Place Funds, paid for by developers, to be used towards the completion of the <br />project. <br />ENVIRONMENTAL REVIEW <br />This action is not a "project" within the meaning of the California Environmental Quality <br />Act because the purchase of the Pirate Ship sculpture does not create a commitment to <br />any prospective park project. (Public Resources Code Section 21065; CEQA Guidelines <br />Section 15378). If and when a prospective park project develops, the City will conduct <br />CEQA review on such project. <br />
