The DOH has also delegated responsibility for <br />management of all ESG funds, plus the portion of the County CDBG funds used for homeless activities, <br />to the CoC Lead Agency, and the San Mateo County Human Services Agency (HSA). Management <br />responsibilities include issuing RFP's for ESG funding, awarding contracts, gathering community input, <br />data analysis, and contract monitoring. The CoC Lead Agency is also the Homeless Management <br />Information System (HMIS) Lead Agency and develops the policies and procedures for operation and <br />administration of HMIS for ESG funded projects. <br />2.
