PR -15 Citizen Participation <br />1. Summary of citizen participation process/Efforts made to broaden citizen participation <br />Summarize citizen participation process and how it impacted goal -setting <br />The City implemented its Council adopted "Citizens Participation Process" to develop the Consolidated Plan. The process involved holding <br />several public meetings, hearings and workshops for citizen comment before the City Council approved the Consolidated Plan. The Housing & <br />Human Concerns Committee was appointed by the City Council and one of their primary roles is to carry out the processes mandated for the use <br />and distribution of federal funds outlined in the City's Citizen Participation Plan. The schedule of meetings and process for the development, <br />input, review, and recommendations that constitute the Consolidated Plan were as follows: <br />• October 2014 — Stakeholder Meetings: Senior Affairs Commission and Human Services Providers <br />• November 2014 - General Community Forum and HHCC Meeting to review input/comments <br />• December 2014 - HHCC reviewed Draft Strategic Plan. City published NOFA/RFP for FY2015-16 Action Plan <br />• January 2015 - HHCC held a Public Hearing for the review of the Draft Consolidated Plan's Priorities and Heard Presentations from <br />Applicant Agencies <br />• February 24, 2015 - HHCC Review of Funding Proposals and Final Draft of the Consolidated Plan; Finalize Recommendations to the City <br />Council for the Annual Action Plan <br />• March 2015 - A 30 -day Invitation to Comment was published in the Redwood City Daily News, posted on the City's website and emailed <br />to interested individuals, organizations and stakeholders. <br />• May 4, 2015 - City Council held a Public Hearing to Adopt Five -Year Consolidated Plan and Annual Action Plan <br />Needs Assessment Survey - The City created a web survey to obtain citizen and stakeholder input and comments for the development of the <br />Consolidated Plan. The survey was available in English and Spanish. A total of 142 needs assessment surveys were submitted to the City during <br />the period of October 27, 2014 through March 17, 2015.
