Project -based voucher recipients report the lowest annual income (regardless of <br />household size, this figure represents an extremely low income), while special purpose voucher recipients tend to have higher average <br />incomes. Households with traditional vouchers stay in their units for up to 11 years; special purpose voucher recipients are in such programs for <br />about 3 years. Of those households with special needs, about a third are seniors and more than 60% are disabled.
