6.3.A. - Page 55
Section 504 Needs Assessment: Describe the needs of public housing tenants and applicants
on the waiting list for accessible units:
There are no public housing units in Redwood City.
Most immediate needs of residents of Public Housing and Housing Choice voucher holders
According to the Housing Authority, the greatest/most immediate needs for voucher holders is an
adequate supply of affordable housing. More affluent households are outbidding others on rentals; this
is especially true because homeownership is increasingly harder to achieve. Wealthy households who
might have been able to purchase a home several years ago are finding a tightening mortgage market,
making them seek rental housing instead.
How do these needs compare to the housing needs of the population at large
Although these concerns are generally no different than the population at large, especially among the
lowest incomes, voucher holders have the added problem of dwindling landlord participation in the
program. With rents skyrocketing, landlords can get greater rent increases in the open market, and
therefore will often refuse to rent to Section 8 clients.
