6.3.A. - Page 55 <br />Section 504 Needs Assessment: Describe the needs of public housing tenants and applicants <br />on the waiting list for accessible units: <br />There are no public housing units in Redwood City. <br />Most immediate needs of residents of Public Housing and Housing Choice voucher holders <br />According to the Housing Authority, the greatest/most immediate needs for voucher holders is an <br />adequate supply of affordable housing. More affluent households are outbidding others on rentals; this <br />is especially true because homeownership is increasingly harder to achieve. Wealthy households who <br />might have been able to purchase a home several years ago are finding a tightening mortgage market, <br />making them seek rental housing instead. <br />How do these needs compare to the housing needs of the population at large <br />Although these concerns are generally no different than the population at large, especially among the <br />lowest incomes, voucher holders have the added problem of dwindling landlord participation in the <br />program. With rents skyrocketing, landlords can get greater rent increases in the open market, and <br />therefore will often refuse to rent to Section 8 clients.
