6.3.A. - Page 78 <br />The table indicates that owner -occupied housing tends to have fewer problems than renter -occupied <br />housing. <br />On May 29, 2002, the City commissioned Keyser -Marston Associates to conduct a random survey of <br />substandard dwelling units within the city to provide a database that identifies the location of homes <br />that are deteriorated and in need of repair, as well as older homes that are likely to have lead paint. The <br />study also identified all historic residential units constructed prior to 1920 and, of those identified, <br />which units were determined as deteriorated or dilapidated. <br />Deteriorated buildings were defined as needing one or more major repair and/or extensive <br />maintenance; repairs to damaged building components are critical to prevent further decay or structural <br />deterioration; or rehabilitation is considered necessary for continued occupancy of building. This <br />category includes buildings that require a new roof, exterior building repair, limited window and door <br />repair/replacement, and minor foundation repair. <br />Dilapidated buildings were defined as having major damage or severe deterioration; rehabilitation is <br />likely infeasible since the total cost of repairs would exceed the value of the structure or require <br />replacement of major building components; and occupancy is considered unsafe. This category includes <br />buildings with roofs that have collapsed or have significant fire damage. According to the survey, <br />approximately 204 buildings, which included 275 units, were identified as substandard and/or <br />dilapidated and in need of rehabilitation.
