6.3.A. - Page 113 <br />health care, mental health and substance use services, job training, transportation assistance, free <br />meals, emergency shelter etc.). <br />However, although the survey found a high level of service use, it also documented some major gaps in <br />the service system. There was a substantial mismatch between the types of services and benefits people <br />indicated they needed and the services they received. Of those who had a disability, only 13% were <br />receiving SSI or SSDI benefits, and only 14% were receiving Medi -Cal or Medicare. Only 20% of those <br />who reported having a mental illness were accessing mental health services. Of those who reported <br />being veterans of the U.S. military, only 32% were receiving any form of veterans benefit. More than <br />38% of those interviewed reported receiving no government benefits at all. <br />The 2009 homeless survey highlighted the strong barriers that homeless people face in securing <br />employment. When asked what was keeping them from becoming employed, 22% said lack of a <br />permanent address, 22% indicated lack of affordable transportation, 15% cited lack of a phone number, <br />and 14% noted a lack of needed tools and clothing. Notably, only 3% indicated they did not want to <br />work. <br />Behavioral issues relating to disability were also important causes of homelessness, with 39% of those <br />surveyed indicating that their alcohol or drug use was a main factor leading to their loss of housing and <br />15% listing mental illness. Many respondents also indicated that disability was a barrier to employment, <br />with 32% citing alcohol or drug use and 22% mental health problems as reasons they were not <br />employed. <br />The 2009 survey also documented that homeless people tend to be frequent users of emergency <br />services, which are not only very expensive but also are not highly effective in helping them become <br />more stable. Of those surveyed, 37% get their medical care by visiting emergency rooms and 20% <br />indicated they had used the emergency room 3 or more times in past year. Of those who reported <br />having a chronic illness, 34% had used the ER 3 or more times in the past year. <br />Provide a summary of the strategy for overcoming gaps in the institutional structure and <br />service delivery system for carrying out a strategy to address priority needs <br />As previously noted, the County of San Mateo is the primary coordinator of homeless services in the <br />region. Through the HOPE Plan, the City of Redwood City will provide support for strategic initiatives to <br />achieve the plan goals and continue to participate in the County's Continuum of Care.
