6.3.A. - Page 123 <br />Interim controls (between $5,000 and $25,000 of federal assistance per unit) are an effective method <br />for containing LBP hazards while remaining relatively cost effective. "Interim controls" means a set of <br />measures designed to reduce temporarily human exposure or likely exposure to LBP hazards. Interim <br />controls include, but are not limited to, repairs, painting, temporary containment, specialized cleaning, <br />clearance, ongoing LBP maintenance activities, and the establishment and operation of management <br />and resident education programs. <br />The City has determined that, in general, the ongoing cost associated with interim controls (specifically <br />in terms of ongoing LBP maintenance) far outweighs the cost of abatement. <br />The City uses the following HUD criteria in conducting its lead-based paint assessments. <br />• Exempt — If constructed in 1978 or later, no paint disturbed, zero bedroom or studio units, <br />elderly/disabled resident(s) with no children under 6, unit is lead-based paint free, and/or used <br />no more than 100 days in a year. <br />• Lead Safe Work Practice (24 CFR 35.930(b)) - If hard costs are less than $5,000 <br />• Interim Controls or Standard Practices (24 CFR 35.930(c)) — Hard costs $5,000 to $25,000 <br />• Abatement ((24 CFR 35.930(d)) — Hard costs are greater than $25,000 <br />Consolidated Plan REDWOOD CITY 120 <br />OMB Control No: 2506-0117 (exp. 07/31/2015) <br />
