6.3.A. - Page 159 <br />CITY OF REDWOOD CITY <br />FAIR HOUSING ACTION PLAN <br />(Approved by City Council May 4, 2015) <br />INTRODUCTION <br />As a requirement of receiving funds under the Community Development Block Grant (CDBG) <br />Program, the City of Redwood City must submit certification of affirmatively furthering fair <br />housing to the U.S. Department of Housing and Urban Development (HUD). This <br />certification has three elements: <br />1. Complete an Analysis of Impediments to Fair Housing Choice (Al), <br />2. Take actions to overcome the effects of any impediments identified, and <br />3. Maintain records reflecting the actions taken in response to the analysis. <br />In 2012, the City of South Redwood City, along with the County of San Mateo and the <br />participating entitlement jurisdictions/cities of Daly City, San Mateo and South San Francisco <br />jointly developed an Analysis of Impediments to Fair Housing Choice (AI). <br />The City used the private and public sector impediments and suggested actions identified in <br />the AI to develop its Fair Housing Action Plan. Below describes the actions the City will take <br />to overcome the effects of the identified impediments. The plan and the actions described <br />are also incorporated into the City's Five Year Consolidated Plan (2015-2020) and will be <br />reviewed annually and amended as needed. The City will also maintain records of the <br />actions that have been taken to address the impediments listed below. <br />PRIVATE SECTOR IMPEDIMENTS, PROPOSED ACTIONS, AND MEASURABLE OBJECTIVES <br />Impediment 1: Discriminatory terms, conditions, privileges, or services and facilities in <br />the rental markets . Evidence of this impediment was seen in HUD and Project <br />Sentinel complaint data and comments received in the Fair Housing Forums <br />regarding Redwood City. <br />Action 1.1: Enhance testing and enforcement activities and document the outcomes <br />of enforcement actions <br />Measurable Objective 1.1: Increase number of testing and enforcement activities <br />conducted <br />Action 1.2: Continue to educate landlords and property management companies <br />about fair housing law <br />Measurable Objective 1.2: Increase number of outreach and education activities <br />conducted <br />
