6.3.A. - Page 180 �`'� Redwood �Ca1f+ ]aCrjel w CITY OF REDWOOD CITY INVITATION FOR PUBLIC COMMENT & NOTICE OF PUBLIC HEARING 2015-2020 CONSOLIDATED PLAN & 2015-2016 ACTION PLAN The Consolidated Plan and Annual Action Plan (Action Plan) are federal prerequisites for receiving certain sources of entitlement funds from the U.S. Department of Housing and Urban Development (HUD). The Action Plan is one of three components of a Consolidated Plan; 1) a community profile and market needs analysis that describes the disproportionate needs of the community's low income and minority residents; 2) a five-year strategic plan that identifies quantitative performance outcomes the City will achieve using federal funding each year of the five-year plan to meet the community needs, and 3) a one-year Action Plan for each of the five years that identifies how funds will be used annually to meet the quantitative goals. The recommendations for 2015- 2016 constitute the specific Action Plan for the first year of the City's Consolidated Plan for 2015-2020. The City estimates it will receive $693,622 in Community Development Block Grant (CDBG) and $211,168 in HOME Investment Partnership (HOME) entitlement funds from HUD. The Housing and Human Concerns Committee (HHCC) made funding recommendations based on the estimated entitlement amounts and an estimated $300,000 in program income from housing rehabilitation and first time homebuyer loans. These community development objectives and proposed use of funds were developed on the basis of citizen comments regarding housing and community development needs at a series of public meetings held by the HHCC and consultations at which the needs assessment and funding proposals were discussed, and as outlined in the City's Consolidated Plan strategy. The City intends to submit its 2015-2020 Consolidated Plan and Action Plan for 2015-2016 to HUD which provides a detailed description of activities proposed for funding that target federal resources to affordable housing development and preservation, support comprehensive services that help to reduce poverty and homelessness, support an economic development program to assist micro -business enterprises. The Consolidated Plan and Action Plan are available for public review on the City's website at www.redwoodcity.org/phed/housing or a copy may be reviewed at the City of Redwood City, Planning & Housing Services, 1017 Middlefield Road, Redwood City, CA, 94063 or by calling 650-780-7234 or TDD 650-780-0129. Public comments on the Consolidated Plan and Action Plan should be submitted in writing to Rhonda Coffman, CDBG/HOME Administrator, at the address listed above or by email to rcoffman@redwoodcity.org. The public review period is from March 27, 2015 through April 27, 2015 at which time the City Council will hold a Public Hearing and either approve or amend the Consolidated Plan and/or Action Plan and projects proposed for funding.
