6.3.D. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />December 12, 2016 <br />SUBJECT <br />Resolution of Local Support for the 2017/18 Overlay Project — One Bay Area Grant 2 <br />(OBAG 2) - Local Streets and Roads (LSR) Preservation Program <br />RECOMMENDATION <br />Adopt a resolution, making a request to the Metropolitan Transportation Commission for <br />an allocation of funding and authorize the City Manager to execute related documents <br />and accept funds <br />BACKGROUND <br />In September 2016 the City/County Association of Governments (C/CAG) issued a call <br />for projects for the Local Streets and Roads (LSR) Preservation Program under the <br />Metropolitan Transportation Commission (MTC)'s One Bay Area Grant 2 (OBAG 2) <br />Program. The goal of the program is to preserve in a state of good repair, local streets <br />and roads on the federal -aid system. <br />The City of Redwood City is eligible for $1,209,000, provided that the City contribute the <br />required matching funds of $156,359. Matching funds will be provided through the City's <br />Street Pavement Management Programs which are allocated through the annual capital <br />improvement program process. <br />ANALYSIS <br />The subject funds would be used for the 2017/18 Overlay Project, which will improve <br />the roadway surface on sections of Twin Dolphin Drive (see Project Area Map). The <br />project is part of the City's Roadway Management System (RMS) Program, which <br />performs on-going pavement maintenance and rehabilitation. Pavement requires repairs <br />for a variety of reasons including wear and tear from traffic, weather, and intrusive tree <br />roots. <br />
