6.3.E. - Page 2 have historically received compensation, benefits, and terms of employment equivalent to those provided to employees represented by RCMEA. ANALYSIS The Tentative Agreement reached by City negotiators and RCMEA is included as Exhibit A. The salary and benefit terms of the agreement will also apply to unrepresented confidential employees. Previously, salary and benefits for confidential employees had been outlined in the Executive Management salary and benefit resolution. However, as terms for Confidential employees are closely aligned with RCMEA, for clarification purposes, those terms have been removed from the Executive Management resolution and incorporated into the attached resolution. The significant economic changes contained within the agreement are summarized below: Salarv: The tentative agreement provides for a 3% cost -of -living adjustment (COLA) for RCMEA members in each year of the agreement. These adjustments are consistent with current and projected cost -of -living indexes for the San Francisco Bay area, and will ensure that the City sustains labor market competitiveness for attracting and retaining employees. Employees will continue to pay a portion of the City's costs towards pension, for a total of 12.75% to 15% of salary depending on pension tier. Education Reimbursement: The maximum educational reimbursement eligibility will be increased from $650 to $1,500 per fiscal year, in order to maintain a meaningful incentive for advanced education. The maximum allowance for educational reimbursement has not increased in more than twenty years, while tuition and other education -related costs have increased significantly during the same period. ALTERNATIVES Direct staff to continue negotiations with the Redwood City Management Employees Association FISCAL IMPACT The proposed changes for the RCMEA MOU are within the parameters established by the City Council. Estimated costs of this agreement are within current year operating budget, and within current projected costs for Fiscal Year 2017-2018. ENVIRONMENTAL REVIEW This activity is not a project under CEQA as defined in CEQA Guidelines, section 15378, because it has no potential for resulting in either a direct or foreseeable physical change in the environment.
