Legislative Committee Report 91-3 <br />(1) Mobilehome Rent Control <br /> <br />(301-06) <br /> <br />Vice Mayor Bury, Member of the Legislative Committee presented the <br />Committee's report referring this matter back to the whole Council. <br /> <br />Council Members discussed legal consequences of a mobile home rent control <br />ordinance in Redwood City; economic impacts on other properties in the City; <br />uniqueness of mobile home parks in Redwood City; need for affordable housing; <br />other communities efforts in the rent control area; and fairness and a good <br />deal for both tenants and property owners. <br /> <br />Randy Buechele, 3015 E. Bayshore Road, No. 419, Redwood City, who sat in <br />during the Mediation Task Force meetings spoke in favor of rent control based <br />on the concept that the tenants mobile homes provide majority of the equity <br />in the property. <br /> <br />M/S: GreenalchlClaire to ask the City Attorney to submit a draft ordinance <br />that would include: <br />a) no more committees to be formed to <br />b) the City Attorney gather the facts <br />rational basis for developing rent <br />opposed to the rest of the City <br />c) address the issue of joint and co- equity so both mobile home park owner <br />and mobile home owner get a just and fair return on their investment in <br />equity <br /> <br />address this issue <br />required by law that show a <br />control in mobile home parks as <br /> <br />City Attorney Schricker offered an amendment stating neither a committee nor <br />his office could supply the facts necessary for a rational basis for a <br />separate rent control classification for mobile homes, but a draft ordinance <br />with alternatives could be proposed, and Council could establish a hearing <br />process to hear the facts upon which to base the necessary findings to <br />support such an ordinance. <br /> <br />The maker and seconder of the motion accepted this amendment. <br /> <br />Amended motion adopted by unanimous voice vote. <br /> <br />MINUTE ORDER NO. 91-189 <br /> <br />---------------------------------------------------------------------------------- <br /> <br />8.
