CDD Draft Mitigation Report, Item No.3 M/S: Claire/Stangel to accept Item No.3, "Use air rights to allow housing on City owned property." M/S: Murray/ to amend motion to include insertion of the words "privately owned and managed." Motion to amend died for lack of a second. Original motion carried by unanimous voice vote. MINUTE ORDER NO. 91-217 Policy Decision regarding review of CHAS and CDD CONSENSUS: It was determined by Mayor La Berge to be the consensus of the Council to accept barrier and mitigation measures if unchallenged. CHAS Draft Report, Page 2.31, Zoning Councilman Murray requested discussion of zoning barriers in the CHAS Draft Report before addressing mitigation No.5 and discussion followed. Councilman Murray advised that quality in housing is not a barrier to affordable housing. Giving up architectural controls will not increase affordable housing. MEMO 10/22/91 M/S: Murray/Greenalch to delete the third item under Zoning in the CHAS Draft report Motion carried by unanimous voice vote. MINUTE ORDER NO. 91-218 CHAS Draft Report, Page 2.31 and CDD Draft Mitigation report Item No.6 MIS: Murray/Claire to delete Item No.4 under Zoning, regarding the City's Condominium conversion Ordinance ¡ Councilman Murray advised this is not a barrier but is a quality issue, and one that was designed to meet the condition of state law. This is not a logical requirement given the impact of the problem of sound transmission. Current requirements are not expensive. Motion carried by unanimous voice vote.
