<br />REPORT: <br /> <br />Community Development Director, November 26, 1991 <br /> <br />Community Development Director Pawloski presented staff report and <br />recommended approving pre-design studies leading to implementation. This <br />phase of the project is the most challenging since it asks for verbal <br />approval and financial participation at this stage. Community Development <br />Director Pawloski introduced Dave Burger, Assistant Regional Manager and <br />Mike Price, Project Engineer from CH2M Hill who are working on this project. <br /> <br />Mike Price, Project Engineer, 6425 Christie Avenue, Emeryville, summarized <br />the master plan and discussed next phase of pre-design studies using <br />overheads. He discussed the Memo of Understanding among all participating <br />groups to support the project morally and financially. The Memo of <br />Understanding has three parts; purpose, understanding, and financing. <br /> <br />City Attorney, Schricker stated that the memorandum of understanding acts <br />as a facilitating device to draw out concerns and commitments from other <br />parties and allows flexibility at this stage. <br /> <br />Council discussed funding, costs, options, commitments from other groups, <br />foresight to take care of future needs, model ordinances, environmental <br />impact and the memorandum of understanding. <br /> <br />Councilman Greenalch suggested Redwood City take leadership and directive <br />role and proceed with phase I and II. <br /> <br />M/S: Greenalch/Stangel to approve tasks I and II, matter to come back to <br />Council on completion of task II and funding contributions will be sought <br />from other agencies. <br />Carried by unanimous roll call vote. <br /> <br />MINUTE ORDER NO. 91-273 <br /> <br />Titl e read. <br /> <br />M/S: <br /> <br />Greenalch/Stangel <br /> <br />RESOLUTION NO. 11663 APPROVING AND AUTHORIZING EXECUTION OF AGREEMENT FOR <br />CONSULTING ENGINEERING SERVICES FOR PRE-DESIGN STUDIES RELATING TO <br />IMPLEMENTATION OF RECLAIMED WATER MASTER PLAN (CH2M Hill) (1204-12) <br /> <br />Adopted by unanimous roll call vote. <br /> <br />Bob Crawford, citizen of Menlo Park, emphasized the importance of going <br />ahead on this project. <br /> <br />---------------------------------------------------------------------------- <br /> <br />9.
